If your salary is paid in cash and your employer's tax certificate does not match the salary you actually received, your return is always filed on the salary you actually received, not on the wrong figure in the certificate. But just writing the correct figure is not enough. You need the certificate corrected, your tax record checked in FBR's system, and your documents kept safe, because if a question ever comes, it is answered with documents, not verbal explanations.

1. Cash or bank, salary tax is the same

Salary tax does not change with the mode of payment. Under Section 149 of the Income Tax Ordinance 2001, every employer must deduct tax at the time of paying salary and deposit it with FBR, whether the payment is made in cash or by bank transfer. The rates are the same salaried slabs that apply to everyone (for Tax Year 2025-26, annual salary up to Rs. 600,000 is taxed at zero).

The real problem with cash is not tax, it is proof. A bank salary proves itself through the bank statement. With cash salary, only three things stand as your evidence: your monthly salary slips, your employer's annual tax certificate, and the record your employer sends to FBR.

2. The tax certificate is your strongest document

Under Section 164, every withholding agent, including an employer, must give a certificate of tax deduction to the person whose tax was deducted. For salaried employees this certificate is prepared in the format prescribed under Rule 41 of the Income Tax Rules 2002, and it is commonly called the salary certificate or annual tax certificate. Always check three things in it:

  • Total gross salary (basic, allowances, bonus, everything)
  • Total tax deducted during the year
  • Employer's name and NTN

Alongside this, employers file statements with FBR under Section 165, and those statements build the tax record against your CNIC in IRIS. You can view the withholding and economic transactions recorded against your own CNIC in IRIS. Your real protection is when all three match: the certificate, the employer's statement, and the salary you actually received.

3. The three common mismatch cases

CaseWhat it meansWhat to do
Certificate shows higher salary than you receivedEmployer wrote a wrong figure, or someone else's entry landed against your nameGet a corrected certificate before filing, and ask the employer to correct their FBR statement as well
Tax shown as deducted but missing from your IRIS recordTax was deducted but not deposited, or your CNIC was entered wrongly in the statementAsk the employer for a copy of the CPR (payment receipt). Depositing the tax is legally the employer's responsibility (see section 5)
Certificate shows lower salary than your actual cash salaryEmployer is recording less salary than paidThe return is filed on your actual salary. Keep your slips and any written proof (appointment letter, increment letter) safe

4. Step by step: what to do before filing

1. Do your own math first. Collect your salary slips and total the year's salary and tax deducted. Calculate your own tax and check whether the certificate figure even matches the slab: Salary Tax Calculator

2. Ask the employer for correction in writing. A verbal request leaves no record. Send an email or written application asking for a corrected certificate and a correction in their FBR statement.

3. Check your record in IRIS. Compare the tax recorded against your CNIC with the certificate. If the difference is there too, the problem is in the record, not just on paper.

4. File the return on actual figures. Declare the salary you actually received and the tax actually deducted. The full process is here: How to File Income Tax Return in Pakistan

5. Keep the documents. Slips, certificate, CPR copies, and your correspondence with the employer, for at least as long as FBR can call for the record of that return.

5. What if the employer deducted tax but never deposited it?

That is not the employee's fault, and the law says the same. Under Section 161, a withholding agent who fails to deduct or deposit tax is itself liable for that amount. According to a 2025 Business Recorder report, FBR issued notices to salaried individuals over exactly these kinds of discrepancies, and the Karachi Tax Bar Association's position was that any shortfall should be recovered from the withholding agent (the employer), not the employee, because the employee files the return on the basis of the Rule 41 certificate.

For you, the takeaway is simple: keep the certificate and slips safe. If a notice ever arrives, those two documents are your complete answer.

6. Cash in the wealth statement

The most common mistake cash-salary earners make is writing a large cash in hand figure in the wealth statement. Write only the cash you actually held on 30 June, and only an amount your income and expenses can explain. A large unexplained cash figure can raise a Section 111 (unexplained income) question. Frequently Asked Questions

Q1: Is filing a return compulsory on cash salary?

Answer: Yes. The filing conditions in Section 114 depend on income and assets, not on whether the income arrived in cash or through a bank. If your salary crosses the threshold, a vehicle or property is in your name, or you hold an NTN, a return is due.

Q2: My employer refuses to give a certificate. What can I do?

Answer: Giving the certificate is the employer's legal duty under Section 164. Ask in writing. If it still does not come, file on the basis of your salary slips and payment records and note the fact in your own records, but make the certificate your first effort, because it is the strongest paper you can show FBR.

Q3: The certificate shows more tax deducted than my liability. Do I get a refund?

Answer: If the tax deducted exceeds your actual tax liability, a refund arises in the return, provided that tax also appears against your CNIC in FBR's record. That is why the IRIS check in step 3 matters so much.

Q4: Meri salary ka kuch hissa cash aur kuch bank se ata hai, return kaise bane gi?

Answer: Dono hisse mila kar kul salary declare hogi. Bank wala hissa statement se sabit hota hai, cash walay hisse ke liye slips aur certificate hi saboot hain. Aadhi salary declare karna sab se mehngi ghalti hai, kyunke kharchay aur assets poori income maangte hain.
